Qualifying a licorice supplier is not the same as comparing prices. A low quotation has little value if the product format, test method, contaminant limits or documents do not match the buyer’s process and destination market. The purpose of qualification is to reduce uncertainty before the first commercial shipment.

This framework applies to licorice root, spray-dried extract, viscous extract, blocks and concentrated products such as crude glycyrrhizic acid. The depth of review should be proportional to intended use and risk.

Step 1. Confirm the legal manufacturer and supply role

Establish who manufactures the material, who issues the commercial invoice, where production occurs and whether an intermediary is involved. Record the legal company name, production address, export contact and responsible quality contact. A brand name alone is not enough for supplier approval.

Step 2. Review the signed product specification

The specification is the technical agreement between buyer and supplier. It should identify the product, physical form, critical quality attributes, limits, units, methods, packaging, storage conditions and shelf life. Revision control matters: both parties must know which version governs the order.

For root products, focus on cut size, moisture, ash, foreign matter and risk-based contaminants. For extracts, add marker-compound assay, solids or moisture, particle size or viscosity and solubility where relevant. Different forms require different sampling approaches.

Step 3. Examine a representative sample and sample CoA

The qualification sample should represent the product proposed for commercial supply. Agree whether it comes from a current production lot, pilot lot or retained sample. The sample label should include the product and lot identity.

Compare the physical sample, specification and CoA together. Check that every critical parameter has an acceptance limit and that the CoA reports a result. Verify units, decimal places, dry-basis calculations and method references. If your laboratory retests the sample, agree in advance how out-of-specification or method-difference investigations will be handled.

Step 4. Understand the HPLC assay

HPLC is commonly used for glycyrrhizic acid and other marker compounds, but “tested by HPLC” is not a complete method description. Ask about extraction, reference standard, chromatographic identification, calibration and reporting basis. The laboratory method should be suitable for the product matrix.

The US eCFR licorice provision explicitly requires glycyrrhizin assay for the food ingredients in its scope and references analytical methods. This demonstrates why a method reference belongs in a serious specification, even when a different validated method is agreed for another market.

Step 5. Match contaminants to the destination market

A generic statement such as “heavy metals passed” is weaker than a defined panel with individual limits and methods. Depending on use and risk, review:

  • lead, cadmium, arsenic and mercury;
  • pesticide residues against current destination limits;
  • aflatoxins or ochratoxin A where relevant;
  • microbiological indicators and specified pathogens;
  • foreign matter and environmental contamination controls;
  • allergens, GMO status, irradiation or processing declarations when required by the buyer.

Regulations change. EU pesticide MRLs are maintained through Regulation (EC) No 396/2005 and amendments, while contaminant requirements are addressed in Regulation (EU) 2023/915 and related rules. The buyer must identify the applicable product category and current limits rather than treating one laboratory panel as universally compliant.

Step 6. Test traceability with a document exercise

Ask the supplier to explain how a finished lot links back to incoming raw material, processing and packing records. Then test the explanation using a sample lot. The minimum useful chain normally connects:

  • product name and internal item code;
  • incoming raw-material lot or collection batch;
  • processing or production date;
  • finished-product lot code;
  • test record and CoA;
  • packing record and label;
  • invoice, packing list and dispatch record.

EU General Food Law requires traceability through production, processing and distribution and identification of immediate suppliers and business recipients. FDA traceability guidance likewise explains how a traceability lot code links a food to key data elements and the location where that code was assigned. The exact legal scope varies, but the operational principle is valuable for botanical ingredients.

Step 7. Separate certificates from evidence

Management-system or product certificates can support qualification, but only if they are authentic, in scope and valid. Check the issuing body, certificate number, covered legal entity, site address, standard, scope and expiry. Do not assume that a logo in a brochure covers every product or manufacturing location.

Where a certificate is not available, ask what alternative evidence exists: procedures, laboratory records, batch documentation, audit responses or an agreed improvement plan. Botanic Herbs does not claim certificates that have not been confirmed and published.

Step 8. Agree the commercial and export file

Before ordering, confirm quotation validity, Incoterm, port or route, lead time, MOQ, packing, label, payment terms and claim procedure. Define which documents accompany the shipment. Depending on the transaction, this may include invoice, packing list, certificate of origin, phytosanitary document, transport document, product specification and batch CoA.

Not every document applies to every product or destination. The final list should be agreed before dispatch.

  • verified legal manufacturer and production address;
  • signed, revision-controlled specification;
  • representative sample and matching sample CoA;
  • understood analytical methods and reporting basis;
  • destination-appropriate contaminant limits;
  • demonstrated lot traceability;
  • verified certificates only where actually available;
  • agreed packaging, labels, logistics and shipment documents;
  • change-notification and complaint contacts.
